EI outside Québec, QPIP inside Québec

Canada.ca notes that the Province of Québec provides maternity, paternity, parental, and adoption benefits to its residents through the Québec Parental Insurance Plan. Everywhere else, those cash benefits come from federal Employment Insurance.

That is why this ranking shows one QPIP row and 12 tied EI rows: federal week rates and 2026 maxima do not change when you move from Ontario to Alberta.

Eligibility and timing (official)

Canada.ca eligibility guidelines include 600 insured hours, a >40% drop in regular weekly earnings for at least one week, and meeting maternity or parental caregiving conditions. Apply as soon as possible after you stop work.

Maternity can start as early as 12 weeks before the due date or birth, and cannot continue more than 17 weeks after the later of those dates. Standard parental weeks must be taken within 52 weeks of birth/placement; extended within 78 weeks.

Benefits vs job-protected leave

EI and QPIP answer “how much and for how many paid weeks?” Employment standards answer “how long can I be off work without losing my job?” Those answers are not always the same length.

Federally regulated employees follow the Canada Labour Code; most other employees follow their province or territory’s employment standards act. Confirm leave rights with your employer or labour ministry separately from benefit applications.

Common myths vs official rules

“Alberta has no maternity benefits because it has no provincial sales tax.”

Cash maternity/parental benefits outside Québec are federal EI, the same in Alberta as in Ontario. Provincial taxes do not set EI week rates.

“Québec parents still claim federal EI maternity.”

Canada.ca states Québec provides maternity, paternity, parental, and adoption benefits through QPIP. Québec residents use QPIP/RQAP instead of federal EI maternity/parental for the same birth/adoption.

“Extended parental pays the same weekly amount for longer.”

Extended parental is 33% of average weekly earnings, capped at $437 in 2026 — lower weekly payments than the 55% / $729 standard option (Canada.ca).

“EI weeks equal my job-protected leave.”

EI/QPIP pay for a set number of weeks. Provincial employment standards can provide longer unpaid job-protected leave than the weeks you receive benefits.

“Everyone gets the $729 maximum.”

$729 (2026) is the weekly ceiling for 55% benefits. Below the EI MIE, you receive 55% (or 33% extended) of your average weekly insurable earnings.

“I can switch from extended to standard after payments start.”

Canada.ca: once a parental benefits payment has been made for the birth or adoption (to you or a sharing parent), the standard/extended option generally cannot be changed.
