How Council Tax is worked out
What is Council Tax?
Council Tax is a local property tax in Great Britain. Your bill depends on your home’s valuation band and what your local council (plus police, fire, and other precepts) sets for Band D.
For 2026/27, MHCLG reports an England average area Band D of £2,392 including adult social care and parish precepts.
How bands relate to Band D
In England, Band A is 6/9 of Band D, Band B 7/9, Band C 8/9, then E 11/9 through H 18/9 (Local Government Finance Act 1992). Wales adds Band I at 21/9. Scotland uses different fractions from April 2017 (SSI 2016/368).
Example using the England average Band D: full Band D bill £2,392.00; Band C £2,126.22.
Discounts and exemptions
A full bill assumes at least two counted adults. One counted adult usually gets 25% off. If everyone in the household is disregarded, the discount is 50%. Some dwellings (for example all-student homes) can be fully exempt — confirm with your council.
Disability reduction can move you to the next lower band; on Band A the charge becomes 5/9 of Band D.
Band D × (band ninths ÷ 9)

Full band bill × 75%

Annual ÷ 12 (or ÷ 10 for typical instalments)
England avg Band D → £199.33/month

Common mistakes
Using billing-authority-only Band D in London
London bills include the GLA precept. This tool uses MHCLG area Band D (borough + GLA) for English authorities.
Ignoring the single person discount
One counted adult normally pays 75% of the full band bill; if everyone is disregarded the discount is 50%.
Comparing bands without the same Band D
Band C in a high-Band-D council can cost more than Band D in a low-Band-D council.
Forgetting parish or special expenses
MHCLG area averages include parish precepts where charged; your exact street bill can still differ slightly.
Checklist
- Confirm your valuation band (VOA for England/Wales; Scottish Assessors in Scotland).
- Use area Band D including major precepts for a realistic household bill.
- Apply single person discount if only one adult lives there.
- Ask the council about Council Tax Reduction if you’re on a low income.
- Budget 10 monthly instalments if that is how your council collects.
